Right, the idea of a global state interests me. But I have so many things to ask and suggest. So lets start:
Firstly, I know Atlantium will esssentially be a monarchy. Yes, an elective monarchy, but shouldn't it still be constitutional. Like have a prime minister and parliament that works WITH the monarchic government (Emperor and IS). That way, it would be democratic but still have the stability of a monarchy that has some power.
Second, subdivisions. One unitary state governing the entire world is a bit unrealistic. Could Atlantium be divided into states, roughly corresponding to our current countries. It would be a medium-strength federation. States could be any kind of good government, and would run things that mattered to them only. After that they'd divide themselves up and distribute power how they liked.
Now what gets me talking, Aurora. What do you plan the Imperial Prefecture to look like? What would be there? How big?

Atlantium has always been a constitutional monarchy.
A new constitution has been under development for several years; when complete it will replace the current Provisional Constitution.
Atlantium currently has nearly 1200 citizens in around 100 countries. Functioning as a unitary state serves our purposes adequately for now. Should the population expand significantly, we may, of course, review things.
I'm not sure what you mean when you refer to the "Imperial Prefecture". In Atlantium a prefecture is simply a territorial division within a district, while a province is a territorial division made up of a number of districts. We currently have 1 prefecture - Idalia - which is part of Concordia Capital District, which in turn is part of Aurora Province.
