Expansion of official Atlantium territory

Several friends and myself are in the midst of planning where to found a new nation. This shall be accomplished within the next few years.
Our agenda is in the early stages of development, but suffice to say, whilst in the process of researching, we stumbled upon the Empire of Atlantium. Atlantium's agenda shares many ideals with ours, and we are considering the possibility of, instead of forming a new nation, seceding from whichever country and forming new Atlantium territory.
We would be most pleased if His Imperial Majesty would be so kind as to enlighten us upon the Empire of Atlantium's annexation policies.
